Can I hire a guide inside Shanghai's museums, or buy a third-party 'with guide' ticket?

No

Not inside. The three big sites ban paid outside guides; use their free scheduled tours and audio guides instead.

Four official sources restrict outside guides. The First Congress Memorial strictly forbids outside organisations or individuals from running paid guiding or educational activities using its grounds, exhibitions or guiding resources. Sun Yat-sen's Former Residence and Soong Ching-ling's Former Residence both say they authorise no third-party organisation or individual to sell tickets or guiding. Both belong to the Shanghai Sun Yat-sen and Soong Ching-ling Heritage Commission, which sets this rule. Soong's house also requires prior approval for any guided activity inside (021-64376268). Shanghai Library East prohibits enrolment, training and tourist guiding inside. Expect similar restrictions at other state museums.

What that means in practice: a 'Shanghai history walking tour + First Congress site with guide' bought on Klook or GetYourGuide is fine on the street and may be stopped at the door; a guide who keeps talking inside can be asked to leave, and at Sun Yat-sen's house a ticket bought through an unauthorised reseller may not be honoured.

The First Congress Memorial and Zhou Enlai's residence offer free guided tours six times a day (9:30, 10:30, 13:30, 14:30, 15:30, 16:00). Turn up at the scheduled time; no booking is needed. The memorial says English and Japanese guides are on regular duty and has 160 audio handsets in seven languages. Zhou's residence rents Chinese-English audio handsets, and Sun Yat-sen's house has an audio guide on its WeChat official account. Ask the desk for an audio guide, then check which languages are available.

Street tours are a different matter: a guide walking you from the Bund through Xintiandi is unaffected. The line is the museum door. Plan the tour to end at the entrance and go in with the museum's own tour or a handset.
